The Formosa Association of Student Cultural Ambassadors (FASCA) training activities held by the Overseas Compatriot Affairs Council (OCAC) in North America since 2011 have a design characterized by learning and practice; as well as cultural, leadership and other advanced courses, importance is also attached to actual service actions, successfully bringing new generation overseas compatriot youth in North America closer to Taiwan and winning a high level of affirmation in the overseas community. FASCA students who are at university (aged over 18) can become Senior FASCA members by attending the OCAC's advanced training course.

Second and third generation overseas compatriots have the advantages of localization, internationalization and globalization, not only playing the role of intergenerational successors, they are also important talent. In order to enhance the links of overseas youth and Taiwan, and at the same time, encourage interaction with Taiwanese enterprises, in February 2022, the OCAC for the first time compiled training opportunities at overseas compatriot and Taiwanese enterprises in the FASCA's 11 training regions (Washington DC, New York, Houston, Los Angeles, Orange County, Chicago, San Francisco(Milpitas), Seattle, Boston, Atlanta and Vancouver, Canada) for the reference of Senior FASCA members, and plans to provide training related information annually from this year.

OCAC Minister Tung Chen-yuan said that overseas compatriot youth born overseas are familiar with local language, culture and customs and accumulate extensive personal connections and local influence as they grow. Through providing overseas compatriot youth with training opportunities at overseas compatriot and Taiwanese enterprises, not only can talent be nurtured for these enterprises and the work skills of overseas compatriot youth honed, they can go on to utilize their skills to cultivate pro-Taiwan sentiment, achieving a win-win-win situation. He expressed the hope that overseas compatriot youth take good advantage of the opportunities to develop skills.
