Expatriate Division, Taipei Economic and Cultural Office in Ho Chi Minh City, Vietnam (hereinafter referred to as TECO) is subordinated to TECOal Office. The scope of services from north Da Nang to offshore Phu Quoc island including 30 provinces and cities with about forty million population plus Cambodia compatriots affairs. The jurisdiction of HCMC with a population about seven million is the first metropolis and financial center. The region with area 2029 sq.km has total 19 districts and 5 townships. 
Since TECO set up in 1992, it has maintained the good relationship and interaction with People's Committee of provinces and municipalities, divisions and offices in its service's area. Due to the close geography between Vietnam and Taiwan, it only takes about 3 hours for flight and the business dealings quiet thriving. A large amount of consular affairs in the office are always huge even growth rapidly in recent years. For example, there were 50,000 files in1996 gone up to 100,000 in 1997 then increased 20,000 more in 2001. Although in 2005, in accordance with the implementation of the individual marriage interviews policy of Ministry of Foreign Affairs had made the original 12,000 pairs marriage registrary annul average sharply reduced to about 4,000 pairs. But the consular affairs were still up to 63,000 files, at the same time it had had to spend more on manpower to deal with marriage registrary interviews.
TECO's main job contents including the establishment of communication channels among Taiwan, Cambodia, and South Vietnam with various local governments and trade units, gathering the latest trade system and policy, assisting and applying the product exhibition, developing and holding the trade fairs and others for Taiwan manufactures and trading developing groups within the precinct.
The section primarily provides services as follows: the contact of overseas community associations, the promotion of overseas compatriot education, overseas compatriot operated business trading service and oversea compatriot students repatriation for studying.
