To serve the overseas compatriot immigrants here in the Philippines, On September 28, 1986, the OCAC rented the 3rd floor of 475 Juan Luna St., Plaza Lorenzo Ruiz, Binondo, Manila and established the FCCESI, with an area of 375 square meters, becoming the first center for the education of OCAC in Asia.
In February of 1994, after careful examination and after receiving approval, Room 1004 of the Federal Tower located at the corner of Dasmariñas St. and Muelle de Binondo, in the Chinatown area of Manila, was acquired as the permanent address for the Cultural Center, with an area of 433.53 square meters. Current facilities include a medium-sized auditorium used as a meeting room which can accommodate around 100 people and allow overseas compatriot to use in activities such as seminars, meetings for Overseas Community organizations, and Table Tennis groups, Taichi groups, Dance Troupe, and chorus groups for their practice purposes. A library with a collection of around nine thousand volumes of books, Monthly Travel in Taiwan Magazines, and Daily local overseas compatriot Newspaper opens to the public especially for overseas community to browse and read.
